It is the first time that the precautionary principle will be applied in France to children. Failing to succeed with adoption of their draft legislation on electromagnetic waves in January, the ecologist deputies have obtained approval of draft school reform legislation for precautionary measures in schools.

Voted Tuesday at the National Assembly, an amendment of the law stipulates that the public service establishment of the digital educational program foreseen by the text favors “wired” connections, that is, Ethernet, rather than Wi-Fi. 
The amendment defended by the Green Party was intended to « push the State and local authorities to protect children, notably the youngest, from the influence of waves”, in the name of the “precautionary principle”. Since 1995, the Barnier Law suggests that “in the absence of certainty, taking into account current scientific and technical knowledge, the adoption of effective and corresponding measures aimed at preventing risk of serious and irreversible harm to the environment at an acceptable economic cost must not be delayed”.

The debate on the health impact of waves emitted by cell phones, Wi-Fi connections and mobile phone antennas is not closed, even though in 2011, the World Health Organization (WHO) classified these waves as possibly carcinogenic. Mobile phone operators are relying on the latest advice of the “Agence nationale de sécurité sanitaire” (Anses), dating from 2009, to avert danger. Anses must update this opinion between now and this summer.

In January, a new study revived the hypothesis of a link between the use of cell phones and cancer. This report by the European Environment Agency, considered that calling while driving not only would be dangerous because of potential accidents but could also increase the risk of brain cancer. In fact, many harmful waves would be picked up at the moment when a device passes from one mobile antenna to another. The Agency thus calls for urgent measures to reduce the possibility of tumors.

Also in January, the ecologist deputies had presented a draft law aimed at reducing exposure to electromagnetic waves. But the text, even before being examined in depth in the House, had been sent back to the committee, the Green Party denouncing an outright “burial”.

Doubts about the application

Concerning the modernization of schools, « we are not against « digital public service”. On the contrary, but the precautionary principle must be applied in daycare centers and pre-schools”, the EELV Deputy from Calvados, Isabelle Attard pointed out. It is thus a victory, “the first time that we are going to apply the precautionary principle concerning children,” acknowledged the ecologist deputy.

According to Yves Durand, the Deputy of the PS du Nord Party and rapporteur of the draft legislation on school reform, application of the amendment is however “minimal”. “We are going to see how it applies,” he said.

The entire bill, voted at the first reading in the Assembly, must now be examined in the Senate.

«Meno cellulari ai bambini»: 
il Belgio vieta quelli giocattolo

 - Il governo belga lancia una campagna preventiva per limitare l'esposizione dei consumatori, soprattutto bambini e adolescenti, alle onde elettromagnetiche dei telefonini e ai loro possibili effetti nocivi sulla salute, Le misure stabilite verranno comunicate oggi dal ministro della Sanità, ma alcune sono già trapelate: divieto di pubblicità «mirata» dei cellulari verso i consumatori più giovani, divieto di fabbricazione dei giocattoli che riproducono un telefonino e obbligo per produttori e venditori di informare i clienti sul livello di «irradiamento» del loro apparecchio. 
La preoccupazione del governo si basa soprattutto su alcuni dati epidemiologici secondo cui, ogni anno, 100-150 belgi si ammalerebbero di glioma, un tumore celebrale. L'ipotesi, caldeggiata da alcuni ricercatori e da varie associazioni di consumatori, è che l'insorgere del glioma (e del meningioma, un altro tumore cerebrale solitamente benigno) sia legato all'uso intenso e prolungato del telefonino, soprattutto in mancanza di un auricolare. Ma altri ricercatori, e le società produttrici degli apparecchi, contestano questi stessi dati, ritenendoli troppo vaghi e incompleti. Le polemiche vanno avanti da anni in tutti i Paesi, e nel frattempo il numero di coloro che usano un cellulare nel mondo ha superato ampiamente i 5 miliardi di persone. 

I pochi punti fermi della ricerca internazionale si possono raccogliere su una paginetta. Lo studio più recente, affidato a 31 scienziati di 14 Paesi e confermato nel novembre 2012 dall'Oms (Organizzazione mondiale della sanità) ha inserito i «campi elettromagnetici da telefoni senza fili» nella stessa lista che accoglie decine di pesticidi o il piombo dei carburanti: tutti considerati come prodotti «forse cancerogeni per gli esseri umani sulla base di un rischio accresciuto di glioma». Che cosa voglia dire «forse cancerogeni», è presto detto: «Questa categoria viene usata per agenti per i quali vi sia una prova limitata di cancerogenicità negli esseri umani, e meno che sufficiente per gli animali da laboratorio». Nella scala dei fattori di rischio, questo dovrebbe essere il gradino più basso: ma il problema, almeno per alcuni o molti, è che in quella scala il telefonino sia comunque presente. Fra il 2010 e il 2011, due studi congiunti della stessa Oms e dell'Iarc (Agenzia internazionale per la ricerca sul cancro) avevano concluso che «può esistere un rischio accresciuto in caso di un utilizzo intensivo del cellulare, per circa mezz'ora al giorno e durante 10 anni». Ma anche (argomento di un altro gruppo di scienziati, ancora sotto l'egida dell'Iarc): «In generale, non è stato osservato alcun rischio di glioma o meningioma con i cellulari. I possibili effetti di un uso prolungato richiedono ulteriori indagini».

Ma forse, ad allarmare più di ogni altro il governo belga, è stato un altro parere, quello diffuso dai ricercatori del centro medico Cedars-Sinai di Los Angeles: «I crani dei bambini sono più sottili. Così la radiazione può penetrare più profondamente nel loro cervello, come in quello dei giovani adulti».

Paradigma: due approcci alla definizione di regole ambientali

Qui allego un bel  grafico preparato da IEMFA in cui si comparano i due approcci esistenti:

- quello rosso è quello di ICNIRP, WHO, EC , ...   in cui si mantiene un basso livello di precauzione fino a che viene conclamato un alto livello di rischio:  approccio tecnico scientifico assolutista, ovvero ...  se non c'è un chiaro ed inequivocabile modello di causa effetto, si va avanti cosi' ...

- quello blu è di Bionititiative Report, IARC, IEMFA, ...ambientalista, cauto.

Ovviamente il primo è quello vincente !




Qui di seguito riporto le giuste considerazione di Alex (IEMFA) che fanno riflettere.


In sintesi, la popolazione ovviamente non ha alcuna informazione sui possibili danni, scientificamente ben descritti.  Ma anche se lo sapesse ?

Facciamo un esempio: le auto.  Quasi tutti noi usiamo l'auto. In Europa muoiono prematuramente 250.000 persone a causa dell'inquinamento dell'aria per PM10, NOx. E' stato accertato e riportato in documenti ufficiali del WHO.  Sono state bloccate le auto ?!


Si richiama  un poderoso studio della EEA Environmental Euporean Agency sulle lezioni tarde da segnali precoci provenienti dall'uso incauto di tecnologie quali quelle nucleari, biotecnologie, lo spostamento di specie da un continente ad un altro, i telefoni cellulari, le nanotecnologie.
E' uno studio prodotto dalla massima agenzia europea che deve dare indicazioni e guida alla Comunità Europea (che è quella che produce leggi e norme ambientali per tutti e 27 i paesi) ... eppure ?  ....  la Comunità Europea mantiene la barra dritta sul suo (o meglio di ICNIRP) paradigma tecnico-assolutista !  ...

Politics will decide what will happen and industry will stretch their revenues so long as possible on our expenses and health.
For EMF there are enough reports with harmful effects. But till we know a mechanism nothing will change soon and if we know a mechanism EMF’s will stay but we will try to use it in a cleverer way. Like with the exhaust of cars, steering organisations will probably use damage control.
Important is that global population knows what is happening but not only about EMF’s but also all these other issues, chemicals, global warming, hormones, genetic modification, Nano technology and so on…….

per spargere le sue 'visioni' sul livello di conoscenze sui danni da EMF , facendo affermazioni molto gravi, anche se non nuove (vedere anche intervista sulla famosa trasmissione di Report RAI).

Egli afferma che gli studi epidemiologici sovrastimano i dati anche perché ci sono tante e diverse onde, che le indagini a livello cellulare anche se positive non possono essere estrapolate all'organo, che i report di Bioinitiative sono di bassa qualità, che i risultati di IARC sono un errore, ... e che ICNIRP lavora con serietà !

Americal Cancer Society fa Pilato

Nonostante la dimensione e la rilevanza di questa Organizzazione scientifica nell'aggiornamento della loro posizione sui pericoli delle RF,  riporta la presenza di studi che danno allarme, insieme a tanti di segno opposto e alla presa di posizione di enti governativi che dicono che non ci sono evidenze certe ... 

pero' riporta il risultato dello studio Interphone con una falsa lettura basata su una voluta (1998) impostazione del progetto di indagine in cui mezz'ora di telefonate alla settimana era l'uso standard !,
  oppure  citando la posizione dello IARC ma non citando gli studi di Hardell, mentre sono citati i contestatissimi studi Danesi , ...             solita storia

Una sentenza Australiana condanna il datore di lavoro per danni da EMF


Il tribunale ha dato ordine a Comcare (una specie di INAIL australiano ?) di pagare un indennizzo per le offese subite da un lavoratore a causa di EMF a lavoro.
Il giudice dice che è stato soddisfatto dalla probabilità  che queste fornti  ha portato  ad un aggravamento della elettrosensibilità

In a groundbreaking judgement, an Australian court has determined that Comcare is to pay compensation for an injury suffered by Dr David McDonald as a result of exposure to electromagnetic fields at work. The judge ruled: ?I am satisfied on the balance of probabilities that Dr McDonald has suffered either:

an aggravation of his sensitivity to EMF; or,
an aggravation of his symptoms by reason of his honest belief that he suffers from the condition of EMF sensitivity??

Pericolo dalle radiofrequenze per le società di assicurazioni

Questa società di analisi di opportunità e rischi nel mondo assicurativo, indica quali sono i rischi (per i guadagni delle assicurazioni, ovviamente e non  per i cittadini !) provenienti dalle nuove tecnologie.  La prima è la radiazione di radiofrequenze.
E loro si soffermano solo sui danni ai lavoratori che entrano in contatto con le antenne, solamente !

Emerging Technology-Based Risks

RF (Radio Frequency) Radiation Risk – Today there are more than 600,000 cell sites in the United States and that number is expected to grow with the demand for faster, more reliable wireless devices. The risks associated with long-term use of cell phones, although much studied over the past 10 years, remain unclear. Dangers to the estimated 250,000 workers per year who come in close contact with cell phone antennas, which act at close range essentially as open microwave ovens can include eye damage, sterility and cognitive impairments. While workers of cellular companies are well trained on the potential dangers, other workers exposed to the antennas are often unaware of the health risks. The continued exponential growth of cellular towers will significantly increase exposure to these workers and others coming into close contact with high-energy cell phone antenna radiation.
Cyber Risk - Significant data breaches have become common (e.g., Citigroup, the International Monetary Fund, JP Morgan Chase & Co., Sony Online Entertainment, Hilton Worldwide, Marriott International Inc., Verizon, and Heartland Payment Systems). These can involve, for example, loss of sensitive financial information, personal data, and proprietary secrets. Identity theft alone is estimated to cost consumer and companies roughly $5 billion and $50 billion, respectively, each year. A 2009 study found that lost data cost U.S. companies in excess of $200 per lost customer file. In a 2011 study conducted among large U.S. companies more than 80% of information technology executives said that they had detected one or more recent attacks. Such exposures continue to evolve as companies are increasingly storing sensitive and confidential information with cloud vendors – a vendor that provides other companies with an infrastructure on which to store data or run applications – exposing data to new types of breaches.
Fracking Risk – Over the past 10 years horizontal fracturing (“fracking’) has become a big business and a highly contentious issue. The process involves pumping a pressurized fluid into a rock layer, which causes fracturing of the rock and release of petroleum, natural gas or other substances for extraction. The potential benefits are enormous; however, there are significant risks, including potential release of radioactive substances, radon (a known carcinogen) in the natural gas going into homes and potential chemical contamination of drinking water. The U.S. Environmental Protection Agency has determined that fracking was the likely source of ground water contamination in at least 36 cases. There are a variety of other concerns including the potential for exposed workers to develop silicosis and that the process may lead to earthquakes.
Nanotechnology Risk - A wide variety if consumer and industry products are increasingly constructed a the molecular level, using materials from 1 to 100 nanometers in length (a nanometer is one billionth of a meter). Nanotechnology is employed in an array of products, including medicines and medical devices, glass, coatings, construction products, fire protection materials, vehicles, foods, textiles, cosmetics, optics and sports equipment. Nano-sized particles, however, act differently than materials built at normal scale, and existing chemical risk assessments are not suited for exposures arising from nanoparticles. Considerable concern has arisen that some nanoparticles may be toxic. With the exception of airborne nanoparticles entering the lungs, understanding of the effects of nanoparticles on the human body, including accumulation, metabolism and organ-specific toxicity is extremely limited. Concerns involve both the potential of immediate harms as well as harmful effects appearing after long latency periods. Of the technology risks now emerging, nanotechnology product exposures may be the most similar to asbestos. While it remains unclear whether nanoparticles can lead to asbestos-like losses, insurers need to carefully monitor developments of this emerging technology.
Conclusions
Insurers must evaluate constantly evolving technology exposures with the knowledge that existing scientific/technical understanding is often incomplete. A.M. Best will review companies’ understanding of their exposure to emerging risk, and their approaches to mitigating the risks within the framework of their enterprise risk management programs.

ARPANSA Ente australiano per la proteztione dalle radiazioni

Queste Ente ha rilasciato una scheda di sicurezza per lo utilizzo di dispositivi a radioquenze, in cui si dice

-  di tenere a distanza il cellulare rispetto al corpo
-  di ridurre il tempo di esposizione
- di non usarlo se c'è poco campo
- idem per i cordless
- usare sistemi di schermatura sugli apparecchi ...


... perç  ... non fanno male !!!

In quella trasmissione non è stato detto che:

1. ad oggi non si conosce un valore di soglia di esposizione ai campi elettromagnetici a radiofrequenza al di sotto del quale si possono escludere effetti a lungo termine sull'uomo;

2. le evidenze scientifiche emerse dalla ricerca epidemiologica mondiale riconosciute dall'Organizzazione Mondiale della Sanità hanno determinato, a cura dell'Agenzia per la Ricerca sul cancro (IARC), l'inserimento, a maggio 2011, dei campi elettromagnetici a radiofrequenza fra i possibili agenti cancerogeni per l'uomo;

3. l'esposizione ai campi elettromagnetici emessi dalle stazioni radio base o da altre emittenti di onde elettromagnetiche, al contrario di quanto avviene con l'uso cellulari, è continua, indesiderata, involontaria ed inconsapevole.

Non è poi assolutamente vero che aumentando il numero delle antenne sui tetti delle abitazioni sarebbe possibile un minor livello di segnale nel collegamento con i cellulari e quindi si ridurrebbe l'esposizione umana ai campi elettromagnetici. Infatti:

4. aumentando il numero delle stazioni radio base, a causa della loro organizzazione cellulare, queste potrebbero emettere sì minor potenza ma, proprio per questo motivo, dovrebbero essere molto più vicine agli utenti (microcelle, nanocelle, picocelle). Ad esempio, riducendo la potenza di 4 o di 9 volte, per avere lo stesso livello di segnale in un generico punto, dovrebbe rispettivamente dimezzarsi o ridurre ad un terzo la distanza di quella stazione radio base da quel punto. E' evidente quindi che le stazioni radio base non potrebbero più trovarsi sui tetti delle abitazioni ma dovrebbero essere ancora più vicine alle persone;

5. installando nuove stazioni radio base o altre antenne nei siti esistenti, a parità di area di copertura, i gestori sarebbero, invece, in grado di servire un maggior numero di utenti con il conseguente aumento delle potenze di trasmissione e, quindi, dell'esposizione ai campi elettromagnetici.

E' invece vero che i gestori della telefonia mobile stanno installando altre stazioni radio base e altre antenne nei siti esistenti per il sistema LTE (telefonia mobile di quarta generazione) sui tetti delle abitazioni e le nuove conseguenti emissioni si andranno a sommare a quelle già esistenti dei sistemi GSM, DCS ed UMTS.

Il paradosso viene poi raggiunto quando il conduttore di Striscia la Notizia dichiara di trovarsi in un sito radiofonico nazionale e vengono misurati livelli di emissione al di sotto del limite di legge. Ebbene, quel sito, come è dimostrato dalle immagini, non contiene antenne di radiodiffusione diretta ma soltanto antenne di ponti radio e antenne satellitari che determinano, per definizione, esposizioni elettromagnetiche molto contenute grazie alle basse potenze di trasmissione e alle caratteristiche delle antenne e dei collegamenti. Al contrario, le diffusioni radiofoniche (e radiotelevisive) sono caratterizzate, per definizione, da grandi potenze di trasmissione (si pensi all'emittente radiofonica Radio Vaticana di Santa Maria di Galeria, a Roma) e da direzioni di propagazione che sono costantemente dirette verso la popolazione.

Infine, non è accettabile che conclusioni indebitamente tranquillizzanti per la salute umana come quelle espresse nel corso della trasmissione vengano da interlocutori che non sono né rappresentanti istituzionali del Ministero della Salute o del Ministero dell'Ambiente, né professionisti indipendenti nel campo della Medicina, della Radioprotezione medica, dell'Epidemiologia e della Fisica ambientale.

Livelli di esposizione contro l'Ambascia USA a Mosca ed oggi ...

Molti ricorderanno il caso di attacco dei Russi, frutto della guerra fredda,  che  bombardarono il palazzo dell'ambasciata americana a Mosca con un 'cannone' ovvero con una antenna di radiofrequenze per vent'anni.

Questo fu scoperto dai dati statistici sulle malattie dei dipendenti del Ministero degli Esteri USA ... e risolta alla fine in un incontro diretto tra i due Presidenti.

(June 2000). “Goldsmith (1997) reported elevated mutagenesis and carcinogenesis among the employees and dependents that were chronically exposed to a very low intensity radar signal the U.S. Embassy in Moscow in the 1950's to 1970's. For most of the time the external signal strength was measured at 5 mW/cm2 for 9 hours/day on the West Facade of the building where the radar was pointed, Lilienfeld et al. (1978)”.
“To get the full strength of the signal a person would have to stand at an open window on the west side of the building at the 6th floor, Pollack (1979). Hence allowing for the internal signal strengths to be between 20 and 100 times lower, the occupants of the embassy were exposed to a long-term average radar signal in the range of 0.02 to 0.1mW/cm2. Blood tests showed significantly elevated chromosome aberrations in more than half of the people sampled. Leukaemia rates were elevated for adults and children.”

è quanto la Orange Israeliana pagherà  - in via extragiudiziale - ad un cliente che ha contratto un tumore all'orecchio.

Questo cliente ha fatto causa alla compagnia nel luglio scorso per un uso intensivo di un telefono avuto da questa compagnia.
Esso è un avvocato con un forte utilizzo dell'apparecchio in particolare nel suo ufficio che ha mura molto spesse (per sicurezza, come normale nella edilizia israeliana).
Egli ha portato una perizia in cui si collega il danno biologico con l'uso del cellulare.
 
La compagnia dice di pagare ... per motivi umanitari !!!

 




 

Israeli cell phone company to compensate customer who contracted cancer

Partner Communications, which operates in Israel under the name Orange, will pay NIS 400,000 to a customer who contracted cancer in his ear.

Partner Communications, which operates in Israel under the Orange brand name, has reached a settlement with a customer who claims he contracted cancer after using one of their devices.
The customer, who is in his 50s, sued Partner in May, claiming that intensive use of the device resulted in an aggressive lymphoma near his left ear. Partner agreed to pay NIS 400,000 in an out-of-court compromise settlement.
The customer is an attorney who had converted the secure room – a reinforced room that doubles as a bomb shelter and is common in most new Israeli homes – into an office. He claimed that he conducted a great deal of phone calls and business from the room, where cellular reception was low. In places without good phone reception, such as elevators and secure rooms, the electromagnetic radiation from cellular phones is higher than usual.
Partner's settlement is a rare act. The company says they opted to pay the customer as a humanitarian gesture, saying in a statement, "The company is very meticulous about adhering to the guidelines of the World Health Organization, the Health Ministry, the Communications Ministry and all the relevant bodies. No scientific or medical basis was found to the claim and it was rejected by the court. Beyond the letter of the law, in light of [the man's] personal story, the company decided on an exceptional humanitarian gesture. We wish him good health."
Regardless of their statement, the customer's lawsuit included a medical opinion linking mobile phone use and his disease, which raises questions about Partner. Was it concerned the opinion would be legally validated if the case when to court? Was it worried about a precedent? Did it prefer to sign the compromise agreement to save face in the media?
Israel's other cellular companies have less to fear from lawsuits because their rules are relatively strict when held up alongside international standards. Every device comes with a brochure detailing safety precautions, which include using an earpiece and refraining from taking in locations with poor reception.
Israelis are among the heaviest cell phone users in the world. According to a Partner report issued last week, its customers speak for 450 minutes a month on average. Customers with unlimited packages speak for about 700 minutes a month.
The debate about radiation damages has been around since the establishment of the cellular companies. Until now most of the battle has been over radiation from antennas. The present compromise is unusual because it focuses on radiation from the cellular device itself. Two months ago a survey found increasing evidence of the link between the use of cell phones and brain tumors.
This particular settlement by Partner is liable to have an effect on cell phone companies and open the floodgates to a barrage of individual and class-action lawsuits, providing plenty of work for lawyers specializing in the field. Following a ruling in the United States requiring tobacco companies to pay damages for cancer patients who had smoked, lawsuits poured in and the value of tobacco companies plummeted as a result.

La Direzione Generale per Salute e i Consumatori ha incontrato 3 rappresentanti di IEMFA, la 'Rete europea no elettrosmog' insieme al Prof. Grigoriev per discutere sulla politica di gestione del rischio nel caso di campi elettromagnetici.

Workshop on Risk Communication – Electromagnetic Fields and Human Health

DG SANCO invited stakeholders to participate in a risk communication workshop, not risk
management. In addition DG SANCO provided a clear statement saying this meeting is not in
a position to deal with the Precautionary Principle. I raise a question to this approach and
would like to know how the Commission intends on providing risk communication without
discussing the risks first?



The continued lack of action or implementation of the precautionary approach to RF from
the EU Commission and other authorities is leading to serious frustration with members of
the public, some politicians and many doctors and scientists.



Many scientists are now refusing to attend meetings at the EU Commission due to the lack
of respect shown towards their advice or opinions. The following statement from Professor
Denis Henshaw offers evidence towards this:

"The mis-match between our extensive scientific knowledge of the adverse health effects of
exposures to EMFs of all forms, and the unwillingness of Governments, including the EU even
to listen to the scientific advice from those most knowledgeable in the field, well illustrates
the unwillingness of many to attend the EMF workshop on risk communication."

There is growing public concern about health risks from exposure to electromagnetic fields
from base stations, wifi, smart meters and mobile phones. We therefore need to review the
latest evidence using the precautionary principle and take the latest findings into account
before providing risk communication. RF is now classified by IARC as a 2B possible human
carcinogen and therefore firmly falls into the proper application of the Precautionary
Principle as defined in various EC documents. It is not ethical to blindly expose the public to 
electromagnetic fields labelled as “2B possible human carcinogen” without informing them 
about the risks. 

4.3.4 The Precautionary principle under EU law

The EU provides for a precautionary approach to environmental harm under Art 174* EU
Treaty (*previously Article 130r before the Treaty renumbered). Article 174(2) states:

"Community policy on the environment shall aim at a high level of protection taking into
account the diversity of situations in the various regions of the Community. It shall be based
on the precautionary principle and on the principles that preventive action should be taken,


that environmental damage should as a priority be rectified at source and that the polluter
should pay". In case of doubt, the authorities are prevented from authorising the plan or
project under the precautionary principle, article 6(3).

It appears that the EU are totally ignoring and misusing the Precautionary Principle and this
approach is forcing the public to take action into their own hands via the courts and through
spreading information and research via action groups. Lack of action and consideration from 
authorities and policy makers is creating the need for a global movement amongst 
activists. There are now approximately 85 organisations listed under the umbrella for the 
International EMF Alliance and the list is growing. 

Many people are now looking towards taking legal action. On October, 2012, the Italian 
Supreme Court ruled the Insurance Body for Work (INAIL) must compensate a worker who
developed a tumour in the head due to long-term, heavy use of mobile phones on the job.
Importantly, the ruling of the Supreme Court underlined the discrepancies between the low
evidence of risk found by industry-funded studies and the higher evidence of risk found by
independent studies.

In addition, A Spanish Labour Court in Madrid ruled ‘permanent incapacitation’ of a college
professor who suffered from chronic fatigue and environmental and electromagnetic
hypersensitivity. The ruling is unique in this regard and will set a precedent for future
conditions related to hypersensitivity to these microwaves.

Mobile phone radiation lawsuits are also moving forward in the U.S.

Business risks for investors listed on the New York Stock Exchange are also discussed in the
annual report of the securities exchange act of 1934 for the fiscal year ending December 21,
2011

The report includes the following statement from VERIZON:

“Our wireless business also faces personal injury and consumer class action lawsuits relating
to alleged health effects of wireless phones or radio frequency transmitters, and class action
lawsuits that challenge marketing practices and disclosures relating to alleged adverse
health effects of handheld wireless phones. We may incur significant expenses in defending
these lawsuits. In addition, we may be required to pay significant awards or settlements.”

Policy makers are clearly failing to catch up with the science, the courts and public
opinion. Measures need to be taken as a matter of urgency to alert the public to the latest
information.

The last SCENIHR report was produced 19th January, 2009. This is a review of research up to
2008. IARC have since released the 2b possible human carcinogen classification and the
Bioinitiative Group have just last month released a new updated report. The previous
SCENIHR report is no longer appropriate and we therefore cannot provide risk
communication until the 2b possible human carcinogen classification is taken into account.


The Precautionary Principle has been built into a number of conventions, regulations and
laws, notably the Rio Declaration on Environment and Development (1992). The Rio
Declaration states: Where there are threats of serious or irreversible damage, lack of full
scientific certainty shall not be used as a reason for postponing cost-effective measures to
prevent environmental degradation. (From Principle 15)

Is the EU Commission willing to repeat the mistakes made with the Tobacco industry? Or
can we learn and take action now before it’s too late?

We cannot allow corporate strategies with the end goal of profit-over-health to subvert the
truth. It is clear from the Italian Supreme Court decision that the highest court in Italy has
taken a decision that bias may be evident in science produced by those companies that have
a vested interest in selling their products. Thus we have moved beyond a “perception” of
risk or blind acceptance of what is presented to a more discriminating view of how science
can be twisted to achieve and outcome that may not have a basis in truth.

“Risk perception” is a term and a focus that has been long used by industry to employ a
rather self-serving view that “we are going to frighten consumers if we tell them the truth,
and that fright is of greater harm than any real threat that could come from the technology
or the product.”


Really what we’re discussing here is “who has the right to play God?” The truth is the truth.
Reality is reality. Psychological studies of human behaviour have long shown that patients
facing critical illness have better outcomes when armed with two things: truth and
control. If we can come out of this meeting deciding that truth in the hands of consumers is
a far better tool than a handful of self-interested parties obscuring the truth behind the
scenes, we will have a more honest society and a physically and psychologically healthier
one.

It we decide it is best to hide the truth for fear of creating fear among the masses, please
raise your hand if you will like to volunteer for the position of playing God.



Let us remember how many decades "risk perception" was debated with respect to tobacco
. . . learn from history and not live with regret!

We have entered into active discussion for more than fifteen years:  about whether there are adverse effects as a result of exposures to mobile communications.  Despite the discussions there is not progress, in my opinion. 
However EMF exposures on the population are continuing, a radiation loading grows daily.

 Too much controversy!

I shall not stop at debatable themes so far, in particular on the proof   danger from EMF of base stations and Wi-Fi.


The first postulate - mobile communication uses EMF RF.  This kind of electromagnetic radiation is harmful types of radiation and EMF in all countries is stocked with appropriate regulations. Excess of allowable levels can cause pathology. I believe that you should agree that EMF require restrictions and hygiene control!

The second postulate - EMF and a brain “.  Mobile phone is open EMF source without a protective shield.  EMF is directly exposing the brain when we use a mobile phone. It is the absolute truth.
Nervous system structures of an internal ear (acoustical and vestibular devices) are directly exposed to EMF beam. It is an axiom.
The exposure to the brain has arisen for the first time in this period of civilization. 

The third absolute truth - “EMF RF and children”.
Children for the first time in civilization are EMF exposing their own brain.
The risk for damage to a child's brain compared to the adult brain is much greater.
Children are more vulnerable to external factors of the environment. It is an absolute truth.

The fourth postulate isAbsence of adequate recommendation/standards”.
We have very little scientific materials about probable pathological effects after long-term EMF exposure on the brain of adults and children, so we have no scientific base for definition of a permission level exposure on brain to EMF Mobile phones and, as consequence,  the corresponding standards are no. This is real fact. 

What is the possible solution?

My suggestion.  For my suggestion I invited my experience and life time knowledge. 
I have wide experience of research on issues surrounding with two problems " Ionizing radiation and health” (more than 60 years) and «Non-Ionizing radiations and health” (about 40 years).

I took part in the first issue with in 1949. There were periods of "underestimation", "hyper assessment" with elements of phobias, and again period "underestimation" before the nuclear Chernbylski accident. This accident has caused fear among the population. The Russian government agreed to provide full information to the population about dangers of ionizing radiations. As a result the population of Russia is now reassured and respect decisions regarding protective actions.
Now we are dealing with similar issues surrounding EMF mobile communication. I believe that the time has arrived to period of a provide full information to the general population.

These four postulates allow the population to appreciate the probable risk for adverse health effects from uncontrolled use of mobile communication.  Of course, we must remind people that their entire body is also continuously exposed round-the-clock to extra exposures associated with EMF base stations and Wi-Fi.

I think that mobile communication should become a temporarily service of a selection.

Because of the danger inherent in microwave technology, and the failure of standards to protect the population in general and particularly children, should be a choice for short term, temporary use so that we may preserve human health.

I address to colleagues: do not sin against the truth.

Today, the majority of teenagers are hooked on mobile phones. The latest report of the International Agency for Research on Cancer of the World Health Organization (WHO) considers that its use is “possibly carcinogenic for humans” and that intensive use is dangerous. It did not need more for the Belgian authorities to react. There will be rules to follow.
The Ministers for Health and for Consumer Affairs are encouraging a better protection of young users. In order to limit use, there will be rules to follow which mainly concern sales and advertising. 

There will no longer be advertising specifically targeting children younger than 14 years of age. Sellers will be obliged to inform their customers of the “specific absorption rate” of mobile phones, that is, the level of radiation of the device. The sale of mobile phones specifically designed for young children up to age 7 will be banned in Belgium. 

« Possibly carcinogenic »
For the government, these are preventive measures. The desire to particularly protect children lies principally in the fact that, cumulatively, they will be potentially exposed longer to waves during the course of their lives. 

« International studies clearly state that it is possibly carcinogenic ». If a risk exists, protection is necessary,” declared the Minister for Health, Laurette Onkelinx, to RTBF. This royal decree is her initiative, along with that of her colleague in charge of consumer protection, Johan Vande Lanotte.

The draft royal decree will be examined Friday in the Council of Ministers. 

The Minister for Health has also announced the drafting, between now and the end of the year, of another royal decree aimed at rendering obligatory the sale of a headset with mobile phones. 

“A child’s brain is a developing organ.”
Health risks (essentially, brain cancer) caused by wireless communication systems are the subject of scientific studies for which there are “diverging opinions”, stresses Luc Verschaeve, of the Institute of Public health (ISP). “There are a number of doubts and some indications of a possible risk”, he said. 

In the 1.00 pm news on « La Première », Jacques Vanderstraeten, medical consultant to the « conseil supérieur » of health, explains that if these new rules aim principally to protect young persons, it is because « the brain of a child is a developing organ and thus, more sensitive to any eventual external influence » and that it is better to prevent than to cure. 

According to a study by Crioc, the association for consumer defense, more than 90% of young persons aged 12 to 17 have a mobile phone. Dating from 2011, this study also showed that within this age range, nearly all 13-year-olds have a mobile phone. 

Also, according to WHO, phoning half an hour a day for 10 years increases the likelihood of developing a glioma (malignant brain tumor) by 40%.
